Planning

Equalization
- Field appraisal and completion of all studies needed for the equalization process.
- Prepare reports and documentation necessary to determine adjustments (real and personal property class) for each local assessing unit upon completion of studies.
- Review and equalize values after the local assessment units conclude March Board of Review (“MBOR”). This involves reviewing the local assessing unit’s database, recommending factoring where appropriate, and ensuring that appropriate ratios as established by the equalization study are met.
- Prepare necessary reports and documentation for the Board of Commissioners to maintain compliance with the State of Michigan and manages related correspondence between the two entities.
- Provide management support to the County, including staff supervision, continuous analysis of processes and procedures, identification and implementation of efficiencies, and incorporation of new technologies.
Property Tax Assessing
- Maintain the appropriate assessment of properties through the analysis of data, the preparation of assessment ratio studies, and physical inspection of real and personal property.
- Prepare the property assessment roll for presentation to the March Board of Review, including notification of annual assessment to property owners, preparation of communications, reports, and adjustments associated with the March, July, and December Boards of Review. A PCS Assessor is present at all March, July, and December Board of Reviews.
- Provide necessary reports to the County Equalization Department, State Tax Commission, and other agencies as required.
- Information resource to the general public and public officials regarding assessing, taxes, and applicable laws.
- Defend appeals to the Michigan Tax Tribunal (“MTT”).
- Review proposed land divisions and combinations for compliance with Public Act 288 of 1967, Land Division Act and the client’s adopted Land Division Ordinance.
- Annual inspection of real property by class as recommended by the State Tax Commission.
